  1. Invitation

The Spanish Chess Federation, Ione Tecno Group and ECU have the honor to invite all European Chess Federations affiliated to ECU to participate in the 17th European Senior Chess Championship (50+ and 65+), for Men and Woman.

  1. Venue

The European Senior Chess Championship will be held in Sabadell (Spain), from 11th August (arrival) to 21st August (departure) 2017. Organized by Barcelona Chess Projects, the playing hall will be Cal Balsach Pavilion, close by the main hotels and located in the city center.

Sabadell is a location very close to the center of Barcelona. By public transport (train) it takes about 30 minutes. There are trains every 15 minutes.

After consultation with ECU and the organizers, the Chief Arbiter can make changes in the above tournament schedule. Such changes will be announced in due time.

  1. Participation

4.1. The European Senior Chess Championship is open to all players representing ECU Chess Federations which comprise European Chess Union who have been born in the year 1967 or earlier, regardless of their title or rating. There is also no limit in the number of participants per federation. Applications have to be sent by the National federations or to be approved by the National federations.

4.2. Players with FIDE ID registered in the Bulgarian Chess Federation can send the application of participation only individually, through the ECU secretariat ( ecu.secretariat@gmail.com ), and play under the FIDE or ECU flag.

4.3. In accordance with the ECU tournament rule the Championship will be played in two categories: one for those who shall have reached the age of 50 (category SENIOR 50+), and one for those who shall have reached the age of 65 (category SENIOR 65+).

4.4. Players who shall have reached the age of 65 by the 31st December 2017 are allowed to participate in the category SENIOR 50+ if they request it. In each age category an Open and a Women’s competition is organized. There is also no limit of participants per federation.

4.5. By the registration each player confirms that he/she will participate in the 2017 European Senior Chess Championship and has in consultation with his/her national federation acquainted myself/herself with the applicable ECU Tournament Regulations. FIDE Code of Ethics and FIDE Anti-Cheating Guidelines, and accept the conditions relating to his/her participation as describing in these General Regulations of the Championship.

  1. System and rate of play

5.1. The championship is organized in 9-round Swiss system in accordance with the ECU Tournament Rules and FIDE Laws of Chess. The rate of play will be 90 minutes for 40 moves plus 30 minutes for the rest of the game with an increment of 30 seconds per move, starting from move one.

5.2. Women tournament will be played separately. If in total the women participants are less than nine they will play in the Open tournaments with separate prizes.

5.3. In case of tiebreak ECU tournament regulations are valid (see point 6).

5.4. Default time at the start of all rounds will be 15 minutes.

  1. Ranking and Tie-Break System

The order of players that finish with the same number of points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d) to (e) the extent required:

(a) Results of direct encounters between the tied players (applies only if all tied players have played each other),

(b) Buchholz Cut 1,

(c) Buchholz,

(d) The greater number of games played with black,

(e) The greater number of wins.

In the case of unplayed games, for the calculation of tiebreak criteria the current FIDE Competition Rules shall be applied.

  1. Chief Arbiters – Appeals

7.1. The Chief Arbiter will be announced at the end of April 2017. The Appeals Committee members will be announced or elected in the technical meeting.

7.2. Protests, including protests against decisions of the Chief Arbiter or his assistants, must be submitted in written form to the Chairman of the appeals committee within one hour after completion of the respective game. The protest must be accompanied with the sum of 200 €, as a deposit from the signatory. The deposit must be handed to the Chairman of the appeals committee. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to the European Chess Union. The decisions of the Appeals Committee are final.

  1. Prizes

8.1. The winner of the European Senior Chess Championship+50 receives the title “European Senior Chess Champion 2017 +50“.

8.2. The winner of the European Senior Chess Championship+65 receives the title “European Senior Chess Champion 2017 +65“.

8.3. The winner of the European Senior Women Chess Championship+50 receives the title “European Senior Women Chess Champion 2017 +50“.

8.4. The winner of the European Senior Women Chess Championship+65 receives the title “European Senior Women Chess Champion 2017 +65“.

8.5. Money Prizes

Total Prize fund: 8.000 EUR

A player can get one prize only. According to the ECU Tournament Rules and regulations, the money prizes will be equally shared among the players with the same score. If one of the prize winners is absent during the closing ceremony, then: his money prize will be reduced by 20 % with a minimum of 100 € any other prize (medal, trophy …) will not be awarded as long as a penalty of 100€ has not been paid. The money will be forfeited to ECU. ECU will send the money prizes by bank transfer.

Money prizes are net.

8.6. The first 3 places will be awarded with cups and medals. Prizes will be equally shared among the players with the same score.

  1. Qualifications to World Senior Championship

The top 3 players from each category of the European Senior Championship 2017 are qualified with personal rights (free board and lodging in single room) to the World Senior Championship 2018.

  1. Entry fee and Organization fee

10.1. The organization fee for European Senior Chess Championship is 100 EUR for all the participants. Organization fee includes: transfer from and to Barcelona International Airport, registration and accreditation (entrance in Playing Hall), free wifi in the official hotels and free water in the playing hall. The payment of fee can be done to Ione Tecno Group S.L. account (see below).

10.2. In accordance with ECU regulations, a 20 € ECU entry fee is required for each player for European Senior Chess Championship. The payment of fee can be done to the ECU account by federations.

  1. Accommodation

11.1. In order to hold the ECU competitions in a proper manner and to be in permanent close contact with all participants, official hotels are appointed. Each participant is advised to stay in one of the official hotels. Players who choose another hotel than the official ones will take the risk of their transportation to the playing venue, security, and all official tournament information.

11.2. To be booked through the Organizing Committee.

The two hotels are located in the city center, and the distance to the playing venue is 550 meters, less than 7 minutes walking.

11.3. Reservations for accommodation will be confirmed only after at least 50% of costs are paid to the bank account of the Organizing Company. Organization fee and accommodation fees must be transferred not later than 3 of July 2017. The rest (50% of accommodation) should be paid on arrival before the first round by cash or bank account.

According to the ECU regulations, the entry fee shall be paid by the federations to the ECU Bank account before or at the start of the competition. If the entry fee is not paid until the end of round 2, these participants will not be paired in subsequent rounds.

The organization fee and accommodation must be paid by the federations on behalf of its participating players.

The foreign bank commissions must be paid by the sender. If not, the respective amount will be charged and should be paid in full before the end of the second round.

  1. Visas

Schengen visas are valid in Spain.

The federations, players and accompanying people needing visa are requested to contact the organizer by 30th May 2017. The organizer will provide invitations for visas only after the necessary payments.

If someone needs a police verified invitation for getting visa to Spain, the organizer will charge 12 EUR per person for the verification and a corresponding price for DHL service.

Before asking visa it is necessary to arrange the travel health insurance for the period of stay in Spain.

Visa arranging takes abt. 30 days, so it is necessary to ask for it in time.
